Biography:
Robert E. Frechette is the Chief Investigator for the Strafford County Attorney's Office. Prior to that, he was a detective with the Rochester, New Hampshire Police Department and specialized in crimes of domestic violence. He has worked in law enforcement since January of 2001; specializing in domestic violence and special victims investigations since late 2005. He served as the lead Drug Recognition Expert (DRE) for the Rochester Police Department for 14 years and was as an operator with the Strafford County Regional Tactical Operations Unit (SWAT) for 13½ years.
Detective Frechette is also a nationally registered paramedic and currently works part-time for Frisbie Memorial and Huggins Hospitals, both who utilize paramedics in an expanded scope role in the Emergency Department and the field. He has worked in Emergency Medical Services since 1988 in various roles including ski patrol, EMT, firefighter/paramedic, private ambulance service paramedic and hospital based paramedic.
Detective Frechette is one of the founders of the Strafford County Family Justice Center, chaired its governing body until leadership of the program was transferred to the Strafford County Attorney's Office in 2019. In 2010, he co-authored NH HB 1634 then worked closely with the NH Coalition Against Domestic and Sexual Violence in passing the bill and making non-fatal strangulation a felony in the state of NH. He serves on the NH Attorney General’s Domestic Violence Fatality Review Committee Executive Board, Lethality Assessment Program (LAP) Steering Committee and is one of the authors of the Attorney General’s Domestic Violence Protocol for Law Enforcement. He is a court certified as an expert in domestic violence and strangulation who is routinely consulted in this capacity to review and write opinions for cases as well as provide training throughout the country for a variety of audiences.
